I recommend if you have want budget hotel in Goa, Panaji. Famous streets and Monuments of Panaji are in walkable distance.

First let me say I love the goan people and I love Goa. The hotel however had several problems. For one at 5 am there was no more toilet paper...

Had to wait 20 min for more and no extra roll. Second and more importantly the desk card machine did not accept any of my international cards,3 of them, when I tried to pay. I know they work because I've tried them at other places within India. Breakfast was good.
